The "Reglamento de honores, banderas y luces de la Armada de México" (Rule on honors, flags and signal of the Navy of Mexico) published in the "Diario Oficial de la Federación" on October 19, 2000, and in effect a day latter states in its article 21:

"Honors to the Secretary of Navy:

I. Honors: (...)
II. Ensign [Bandera insignia]: Square flag carrying in the green stripe four white five-pointed stars, and
III. Signals [luces insignia]: Three lights on white, red and green, the white one shall be placed on the top, then the red, then the green one."

The Secretariat of Navy, whose matters were administered within the Secretaría de la Defensa (Secretariat of Defense) into the Departmento de Marina (Departmente of Navy), seceded from this on Junuary 1, 1940, by decree published in DOF in 1939 under the name of "Departamento Autónomo de Marina" (Autonomous Department of Navy), which in turn, became the "Secretaría de Marina Armada de México" (Secretariat of Navy) on Junuary 1, 1941.
